Making Firefox conform with the IRI standard

According to IRI testcases such as this one by Martin Dürst, characters in IRIs should be encoded using UTF-8 regardless of the source encoding of the page.

Load up about:config, search for “network.standard-url.encode-utf8″, and change it to true.
